Fix incorrect line breaking before trailing block comments.
Before, clang-format would happily move a trailing block comment to a
new line, which normally changes the perceived binding of that comment.
E.g., it would move:
void f() { /* comment */
...
}
to:
void f() {
/* comment */
...
}
