Disabling initializeAndroidGlobals when built with WEBRTC_CHROMIUM_BUILD. webrtc::VideoEngine::SetAndroidObjects and webrtc::VoiceEngine::SetAndroidObjects are not compatible with WEBRTC_CHROMIUM_BUILD. Since neither VoiceEngine nor VideoEngine are needed at the time it's better to disable it completely.
