Remove optional_*_flag fields from crosstool

They are not used anyway. optional_compiler_flag will be removed once internal
migration is finished.

RELNOTES: CppRules: Remove optional_*_flag fields from CROSSTOOL, they are not
used, and could be expressed using features.
