Support AndroidLintRulesetInfo in plugins and exported_plugins Unlike other custom plugin types, AL rulesets are still propagated in JavaInfo(exported_plugins) in order to support java_* rules interop. PiperOrigin-RevId: 522625680

These rules are maintained and published by Google as-is, with limited to no support available at the moment.
