Address -1 from Sebb by only stamping target file with the source's timestamp if requested and ignoring test assertions on Windows since the JRE Files class copies the last modified time by default for me on Microsoft Windows [Version 10.0.16299.1992] and OpenJDK Runtime Environment (AdoptOpenJDK)(build 1.8.0_265-b01).
The Apache Commons IO library contains utility classes, stream implementations, file filters, file comparators, endian transformation classes, and much more.
