Revert^4 "Compile ArmNN shim over the support library"

Disabling the android-nn-driver project that built the old HIDL NNAPI service. The new AIDL service is build from external/armnn/shim.

This project will be completely removed as a follow up step.

Arm NN Android Neural Networks driver

This directory contains the Arm NN driver for the Android Neural Networks API, implementing the android.hardware.neuralnetworks@1.0, android.hardware.neuralnetworks@1.1, android.hardware.neuralnetworks@1.2 and android.hardware.neuralnetworks@1.3 HALs.
