libcras: add new_pinned_playback_stream()
add new_pinned_playback_stream() to creates a new playback
stream pinned to the device at `device_index`.
It's currently used by sound_card_init to play zeros to internal mic.
BUG=b:149437381
TEST=deploy to DUT and run /user/bin/sci and see wether zeros are played
to internal mic.
