CRAS: Try to detect RTC streams
Detect RTC streams by below features:
1. The cb_threshold is 480.
2. The direction of two streams are opposite.
3. The streams are from the same client. (Chrome or LaCrOS)
4. The start time of two streams are close enough. (< 1s)

TEST=Verified the streams from meet can be detected correctly.
