CRAS: Remove bt_battery_changed observer from cras_dbus_control
This is the intermediate step of removing direct D-Bus signal to Chrome
(BluetoothBatteryChanged signal). After the battery reporting is
migrated to BlueZ Battery Provider API, the code related to
BluetoothBatteryChanged will be removed.
