Add abi-dumper. Initial pristine commit. Modifications to follow. Bug: 32016180 Test: Tested on local machine by dumping the abi of a library without integrating this into the Android Build System. Change-Id: I2a603629aecb77c52c3bd8e7c6d5dd2e5b8577a9
