Add support for SF perfetto traces in winscope proxy
- Winscope always start/stop/fetch perfetto traces
- Extend winscope proxy with 'perfetto_trace' and 'perfetto_dump' targets
- Bump winscope proxy version (1.0 -> 1.1)
