Drop CtsLibcoreJavaUtilCollectionTestCases.
While this module contains useful tests, the CTS test runner
infrastructure always had trouble running modules with this many
tests; they've been on the list of known failures for nearly a
year, so they're currently not providing value (bug 62616944).
To work around the limitations of the CTS framework, these tests
should probably run host-side instead (tracked by bug 62899665).
For now, this CL removes the nonfunctional CTS module.
