HDMICEC: Add CTS test for Active tracking of CEC Network for Playback devices

Implement CTS test that checks if a device is removed from the network when it doesn't answer to the polling message sent by HotplugDetection action.

Add method in BaseHdmiCecCtsTest to return the device list known by the DUT.
