Camera2: Set TARGET_FPS_RANGE before starting preview Camera sensor needs correct FPS_RANGE to pick resolution. This is a workaround to make sure proper TARGET_FPS_RANGE is set for the first request when starting preview. Bug: 30764765 Change-Id: Ifa892087d66373c727facda4fd43eb163474719b
