  "message": "Add a test for START_ACTIVITIES_FROM_BACKGROUND permission.\n\nThe shell has this permissions, so we\u0027re using it to test it (it\u0027s a\nsystem permission, we can\u0027t give it to a test app). The idea is to\ndisable all other ways that the shell is allowed to launch from the\nbackground until this permission is the only thing that allows it to\nwork.
