  "message": "Migrate testBinderStats to CtsStatsdAtomHostTestCases\n\nThis CL is part of a larger goal to decentralize statsd atom CTS tests\nand migrate them to either the CTS module of the team owning the atom or\na new module named CtsStatsdAtomHostTestCases. We hope doing so\nincreases the frequency at which tests are run, decreases test\nbreakages, and clearly delineates test ownership.
