CTSV: subtract latency offset for Anker adapter

Recognize and validate Xumee, Moshi and Anker USB adapters.
Correct for the additional latency added by the Anker adapter.

Bug: 354786883
Flag: TEST_ONLY
Test: Use Anker USB adapter for Loopback Latency test.
Test: Screen should say it subtracts 3.23 msec from the measured latency.
Test: Xumee, Moshi and ANker adapters should not cause the Unvalidated
Test: dialog to pop up.
