Revert "SnapshotMergeReported: CTS test"

This reverts commit 6a708c007a57e5c8c30da310ac231723ccd228c1.

Reason for revert: this atom can be logged by any device,
    but we only care about the data from Google devices,
    so there's no need to enforce our partners to enable
    this with a CTS test.
