Add new BitmapRegionDecoderTest to verify the reuse of inBitmap Recent changes have been made to the implementation (but not behavior) of BitmapRegionDecoder with respect to bitmap reuse. Change-Id: I4ffb74eefc4bfae51d376bc0e17efe873c86596e
