Don't CTS mandate ACTION_WEBVIEW_SETTINGS

In some circumstances, ACTION_WEBVIEW_SETTINGS intentionally does not
resolve to any startable activity.  Recognize this by adjusting the
documentation and refraining from mandating its resolution here in CTS.
