Add test for starting a foreground Service on virtual device

But disable it for the 25Q2 release since no new CTS tests should be
added. Reenable for 25Q4 (b/402139346). Remaining test code is just a
small refactor of the existing tests, no functional changes.

Will check that the RecordAudioService foreground service can be started
with the right device aware permissions.
