Verify the permission ACCESS_RCS_USER_CAPABILITY_EXCHANGE for UCE APIs

1) Sync the test flow of RcsUceAdapterTest
2) Move to ACCESS_RCS_USER_CAPABILITY_EXCHANGE for CTS requestCapabilities
