add more logging around the CTS call screening tests

- add more logs to help with CTS flake debugging
- bind and unbind on every test in the event the service
  restarts and fails during a test. This ensures subsequent
  tests will not fail.
- change the onUnbind return value to false so onRebind is
  not called
