Skipping test on GSI + first_api_level < U

The test is marked as assumption failed for below 2 conditions

1) Key attestation fails on the combination of andoird T base build with
   vendor freeze android T base build and Android U GSI build because the
   attestation properties ro.product.*_for_attestation has to be present
   in vendor properties files.

2) Allowing failure to set DeviceOwner on unlocked devices running GSI
   build. Because some OEM don't allow setting DeviceOwner on unlocked
   devices for security reasons.
