Add CTS test for PROPERTY_COMPAT_ALLOW_RESIZEABLE_ACTIVITY_OVERRIDES

Test that the property allows to opt-in and opt-out from FORCE_RESIZE_APP

Also, test behaviour of the override when the property is not set.
