CTS test: enqueue work with new constraints

Add a test that specifically verifies behavior in the situation where a
job with pending work has additional work enqueued but with different
constraints configured in the JobInfo.

Test: atest CtsJobSchedulerSharedUidTestCases:EnqueueJobWorkTest#testEnqueuedWorkNewConstraints
