Roll out a new device baseline setting

Roll out a new device baseline settings: put global
device_config_sync_disabled 1, to make sure devices config can't sync at an arbitrary point during a test.

Set the value back to 0 for module:
- CtsDeviceConfigTestCases
because some test cases inside are affected by this baseline setting.

Test: run cts -m CtsDeviceConfigTestCases
