VDM CTS cleanup 1/n: rule and sensors

Add a new test Rule:
 - Cotnains all default required rules for the VDM CTS
 - Removes the need for code duplication in tests
 - Manages the lifecycle of all created virtual devices and displays
 - Reuse existing WM utils for display and activity assertions
 - Utilities for device, display creation
 - Utility for running something with temp permissions
 - Utilities for launching activities on displays

Migrate the sensor VDM CTS to the new rule.

Finally found the root cause of the flakiness in the SensorTest,
so removing the lock and fixing it (when onDirectChannelConfigured
is called with RATE_STOP we started the event injection again)
