CtsVerifier: Explicitly notify users about MotionPhoto failures

Allow CtsVerifier users to easily locate and pull motion photos
that have failed verification. Instead of only failing the test
case, keep the failing capture contents as well as log and show
the file path for users to pull and include along with the
bugreport.
