Extend the maxTime check for testUnoptimizedBleScans

The test,testUnoptimizedBleScans, will take 2 second for ble scanning,
and 1 second for remaining execution.
Add 0.5 more second to 1.5 total for checking.

Test: run cts -m CtsIncidentHostTestCases -t
      com.android.server.cts.BatteryStatsValidationTest#testUnoptimizedBleScans
