mediapc: Remove redundant secureWithUnsecure check

MultiDecoderPairPerfTest was trying to invoke more than the
supported number of instances in some cases because
secureWithUnsecure combination ignored the number of instances supported.

Test: atest android.mediapc.cts.MultiDecoderPairPerfTest
