DreamServiceTest Key Handling Test improvements.

This changelist improves the reliability of key handling tests for
DreamService by waiting for the DreamActivity to receive focus
before issuing key events. Also, additional instrumentation has
been added to monitor the lifecycle of the DreamService.

Test: atest DreamServiceTest#testKeyHandling_InsecureKeyguardDismissesOnConfirmKey
