Don't run legacy transition tests when shell transitions enabled Specifically, any tests relying on legacy transition types are not relevant to shell transitions. The replacement(s) are going to be similar tests which instead check the reported TransitionInfo. We can no-longer CTS test the actual animations since those depend on shell implementation.
