Revert "Fail-fast hostside IME CTS tests upon system crash"

This reverts commit 1e52f7e562e9307c1afd9c6e8350f1b465e81689.

Reason for revert:
This attempt seems to have caused test flakiness (Bug 151391009).

  getDevice().getProperty(PROP_SYSTEM_SERVER_START_COUNT)

is somehow returning null.

Although such a behavior sounds quite similar to what we have seen in
Bug 150229282, I'd like to focus on fixing other high priority bugs
rather than spending my time on investigating what is going on here
hence revert this.
