Skip updated APEXs.
When this test is executed on a device which has already updated some
APEXs -- for example as part of validating a side-loaded Mainline train
-- reading the APEX files from /data/apex/active fails because of the
active SELinux policy.
Since this test is meant to only validate that a system image build
doesn't mistakenly include APEX packages signed with known keys, we can
safely skip updated APEXs.
