Temporarily remove some modules from MUMD passenger CTS plan

- CtsPackageInstallerCUJTestCases is currently skipped on non-phone
  devices. It will be onboarded once it works on Auto.
- CtsNetTestCases, CtsNetTestCasesUpdateStatsPermission and CtsPermissionUiTestCases are currently blocked on internal approval process. They will be onboarded once unblocked.
