media CTS: Parameterize DecodeAccuracyTest on codecs

Parameterized DecodeAccuracyTest based on codecs, but continue to
test only first codec that supports the given file.
If required, this can later be extended to test all codecs on the
device.

Also added ability to filter codecs basing on prefix.
