[cts] Deflake blur tests
Disable dim animations so blur radius is not affected
by the alpha set when dim is animating.
Test: atest android.server.wm.other.BlurTests#testNoBlurBehindWhenBlurDisabled --rerun-until-failure
Test: test with new sf front end as well
