Fixed testLocationPermissionGrantNotifies for automotive.

The device owner DPC on Headless system user cannot change the
location permission because the user must be notified and such
user runs in the background.

Hence, the test must be run in the current user, which is affiliated
and has a profile owner.

Test: atest CtsDevicePolicyManagerTestCases:com.android.cts.devicepolicy.MixedDeviceOwnerTest#testLocationPermissionGrantNotifies # on automotive and phone
