Create a UiccUtil class in compatibility-device-util-axt

This util class will allow for runtime inspection of carrier privilege
certificates. With the updated CTS UICC spec coming this year, some
tests will be added that require the new hardware and thus need a
mechanism to skip when running with the old SIM.
