Fix testStartActivityFromAnotherProcessInNewTask_ThrowException
The failure is because the client side won't receive
onTaskFragmentAppeared callback. TaskFragmentOrganizerController
only sends callbacks to the client which has visible parent tasks of
organized taskfragments.
