RESTRICT AUTOMERGE [Safety Labels] Fix incorrect assumption in `BaseUsePermissionTest`

* Fixing assertion in `requestAppPermissionsAndAssertResult` method from
  ag/23909947 - filtering permissions but not grant results results in a mismatched zip. Instead, zipping first and filtering second fixes the issue.
