Add tests confirming EJs stop when quota is finished.
Currently, the tests require changing the framework to allow setting the
EJ quota to 1 minute. We don't want to change the framework to allow
that value on end devices, so the tests are currently disabled. We can
re-enable them after making QuotaController more testable.
