Flakiness in the accessibility CTS tests. 1. Tearing down the tested activity triggers accessibility events which may interfere with the next test. Added accessibility state idle detection on setup. bug:6312008 Change-Id: I4d00a697dd400fa384d4e3001894934ab654f0a1
