Add MicrosoftSculpttouchTestCase

This is a CTS test to simulate the bluetooth mouse Microsoft Sculpt
Touch Mouse. The test only consists of checking the getActionButton
value to make sure that API is covered by tests.

Note for the time being this CTS is running in pointer capture mode to
avoid the difficulty to assert static values of mouse cursor position.
