[MTE] simplify test, all U+ arm64 kernels support TBI

This has been a source of flakiness and is not needed anymore

Bug: 328155924

Test: atest CtsTaggingHostTestCases on
        * cf_x86
        * arm64 device without MTE
        * arm64 device with MTE
