Remove testIncomingVideoCallWithNoVideoSupportInCarMode from platinum.

This test does not meet the flakiness bar.  It has a 0.68% flake rate,
which is just above the bar for platinum.  Also, it is for a corner case
so it is not crucial to be in platinum.
