Add FileSystemPermissionTest exception for /dev/dri/renderD129.

Upstream kernels have now split functionality for display controllers
and GPU rendering into different nodes under /dev/dri. Legacy
/dev/dri/card* nodes are still available, but so are /dev/dri/controlD* and
/dev/dri/renderD*. See https://www.kernel.org/doc/htmldocs/drm/drmExternals.html

Some devices may also separate display controller and GPU functionality into
different cards under /dev/dri. For example, Tegra exposes display controller
functionality through /dev/dri/{card0,controlD64,renderD128}, and GPU
functionality through /dev/dri/{card1,controlD65,renderD129}. For apps to
have access to any GPU functionality, /dev/dri/renderD129 needs to be world-
writable.
