Reland "StorageManagerTest: Check for adoptable storage support"
This relands commit f76bd0cf2696cadc6a072e855ee014aec492f60a.
Reason for reland:
Confirmed that the test flakiness observed in b/273874071 was due to
the change in test execution order. This CL preserves the order by
making use of the FixMethodOrder annotation.
