-Test that SDK28 apps are validated for COARSE
 location for PhoneStateListener#LISTEN_CELL_INFO
-Test that SDK28 apps are validated for COARSE
 location for PhoneStateListener#LISTEN_CELL_LOCATION_
-Test that SDK28 apps receive full ServiceState
